The latest requirements of DOE rules and test methods for American TV sets

In March, 2022, the US Department of Energy (DOE) incorporated the new industry standard EERE-2016-BT-TP-0023, and in September of the same year, it published a new version of TV testing method ANSI/CTA-2037-D to replace the original TV equipment method Appendix H.

Background:

Since the publication of the final regulation (EERE–2010–BT–TP–0026) in October 2013, TV technology has developed significantly. In September, 2022, DOE proposed to incorporate ANSI/CTA-2037-D into 10 CFR 430.3, so as to make the test procedure more representative of the average energy consumption of TV sets.

ANSI/CTA-2037-D involves many technologies that have not been considered in the development of the current DOE test program in appendix H, such as UHD, HDR, etc., and also specifies the configuration and setting requirements of these technologies to improve the representativeness of the current DOE test program in appendix H. Compared with the current DOE test program in Appendix H, the screen brightness and power consumption test specified in ANSI/CTA-2037-D are as follows.

Execution time:

The new rule EERE-2016-BT-TP-0023 came into effect on April 14th, 2023, and this procedure will be enforced for product testing from September 11th, 2023.

Scope of application:

The product aims to generate dynamic video, including an internal TV tuner encapsulated in the product shell, and can receive dynamic visual content from wired or wireless sources, including but not limited to broadcast signals, display signal specific data connections, media storage devices and network connection devices.

Television products with a diagonal screen size of at least 15 inches

Television products supplied by commercial power (including TVs with auxiliary batteries, but excluding TVs with main batteries)

The purpose and main requirements of the new rules:

The purpose of the new rules is to ensure that the current situation of TV use produces representative energy consumption measurements and will not cause excessive burden. New requirements are put forward for test signals and equipment, which are briefly described as follows:
