What if the UN38.3 certification expires?




The content of the goods transportation condition evaluation report is composed of UN38.3 test report and 1.2 meter drop package test report (for single battery). UN38.3 is section 38.3 of the test and standard manual prepared by the United Nations Committee of experts on the transport of dangerous goods on the detection of lithium batteries.




The origin of UN38.3 certification is based on the following two points:




1. Growth of battery goods: with the increasing transportation of mobile phones, laptops and other goods containing lithium batteries, the hidden dangers brought by safe operation are also increasing.




2. Ensure safety: to ensure the safety of air transportation and meet the transportation needs of customers for goods containing lithium batteries. According to the relevant provisions of the dangerous goods rules of the International Air Transport Association, the operation specifications for rechargeable lithium batteries are formulated.




UN38.3 what to do when the report expires




The validity period of UN38.3 certification air and sea transportation appraisal is special and is valid for the current year. For example, the UN38.3 certificate obtained on January 1, 2014 is valid until December 31, 2014. The time beyond December 31, 2014 has entered the second year. After that, the certificate is invalid and needs to be updated. You can apply for certificate update. The specific method is that the previous reports can continue to be used, only for the replacement of certificates.




UN38.3 data required for certification

The information required for applying for the appraisal is as follows:




① The sealed original of the power of attorney;




② Attached document seal original (product not required)




③ Original seal of transportation statement;




④ ISO system certificate of battery manufacturer, or ISO Certificate of cell manufacturer, but the sealed original of quality system statement shall be provided (if there is no ISO, the manufacturer's quality manual, organization code certificate, business license and tax registration certificate shall be provided);




⑤ Packaging pictures, which need to be able to see complete packaging marks, labels and packaging methods

UN38.3 packaging requirements




1. Unless installed in the equipment (such as mobile phones, cameras, walkie talkies, laptops, etc.), the battery and primary battery must be separately packaged to prevent short circuit, and installed in a strong outer package.




2. Unless installed in the equipment, if each package contains more than 24 primary batteries or 12 batteries, the following requirements must also be met:




1) Each package must be marked to indicate the lithium battery and the special measures to be taken when the package is damaged.




2) Each shipment must have accompanying documents to explain the special measures to be taken when the lithium battery is contained in the package and the package is damaged.




3) Each package must be able to withstand the 1.2m drop test of any orientation without damaging the battery or primary battery in the package, without changing the position of the battery so that the battery and battery (or primary battery and primary battery) contact each other and no battery leaks from the package.




4) Unless the lithium battery is installed in the equipment, the gross weight of each package shall not exceed 30kg. If the lithium battery and lithium battery pack delivered under the conditions meet the following conditions, they can be transported as non restricted goods (non dangerous goods). If any of the following conditions cannot be met, the operation shall be carried out according to the requirements of un3090 or un3091 for dangerous goods collection and transportation.
